Dithering is not necessary when dealing with 24 bit data files as 24 bit
entities (Unless you actually have 30 bit data for example and want to
dither down to 24, but that's not too common yet). 

Dithering does have a great deal to do with the quality of the results you
can get when reducing 24 bit-plane data to fewer bit-planes.

In effect, the job of dithering is to increase the color fidelity of the
image at the cost of some spatial fidelity. Different dithering methods will
mix cost/benefits with respect to spatial accuracy lost versus color accuracy
gained.

For this reason, The Art Department has 7 dithering methods to choose from, BTW.
