[comp.sys.amiga] Educational Discount: What's the latest?

I've run into a real problem with the local (and only) Amiga dealer
in Houston.  If you go in with, for example, the CBM coupon handed
out in Music magazines (buy an Amiga and MIDI, CBM buys software
is the deal, I think); the price of the Amiga goes *way* up.  They
told a friend who is about to buy an A2000: "Well, if you have
a coupon or a discount, we'll have to charge you list price for
all the equipment, which is about $350 more than what we quoted
when you asked about the price with no coupon/discount."

Now the coupon for the free stuff says that CBM will reimburse
the dealer for the full cost of whatever it is that you get free.

Is this within the guidelines for the CBM dealer rules?  MicroSearch
(the store in question) has a set of "list prices", but they never
charge them unless you're doing some sort of rebate/free-stuff
offer.

Other basic question:
My friend wants to buy an educational discount Amiga.  Our campus
computer store does not sell Amigas (or so they think, they're not
sure :-).  Will he have to go to the local store and threaten them
with the wrath of CBM if they refuse to play fair ball?  Can he
buy it for list and get a rebate from CBM?
