I have an Amiga 2000 with the 1.3 ROM and 1 meg Agnus.  I have run both
PALBOOT and PALBOOT 2.0 with no problems.  They simply center the PAL
screen "over" the NTSC screen, thereby (usually) allowing my machine to
display more of the PAL screen.  Perhaps you don't have 1 Meg of Chip
RAM.
