I don't know about a 16 color workbench, but there is a program for an
8 color workbench.  It's on Compute's Amiga Resource disk Volumn 1 Issue 4.
I think it's called Colorbench. It's not quite what your looking for but it's
close.  Perhaps by running Colorbench first you could get SIMGEN to load an
8 color background.  Good Luck.
