Requests regarding such issues should probably be sent to net.misc -- certainly not net.general. In any case, to answer the question where it was asked... Most ECOM minimums have been abolished so it now is probably practical for most sites who have an interest to directly access ECOM services instead of using other people's facilities. The service requires only conventional modem dialout equipment, so if you're running UUCP, you should be able to talk ECOM. Contact the USPS for info. Many third parties now offer dialup access to TELEX/TWX/TELEGRAM/MAILGRAM services, often without any minimum or monthly charges. ITT has such a service, as does Western Union International (now owned by MCI). In both cases, there are ASCII dialup services available. Contact ITT on (213) 481-1470 (this is the L.A. office, you should probably find the number for your local office dealing with Telex/TWX services) or WUI on (800) 221-7902. I have a WUI account for such services through vortex, though I have very little use for it right now. --Lauren--
