I have seen several messages from people looking for freelance artists to do work on computer game graphics. I didn't pay attention to those messages so I'm cross-posting hoping to reach everyone who was looking. Anyway... My brother's ex-piano teacher's husband is a retired artist looking for freelance work. He was an animator for Walt Disney for a while (I don't know any of his other credentials, but I've seen his work and it's very good). He can work in colored pencils fine-tipped markers, whatever. You could scan his drawings into a computer (my local Amiga dealer does this for $.50/page) and then touch up the drawings and manipulate the pallette to fit your game.
