The replies led me to find the problem, and for any A3000 owner who has a
NEC 3D monitor and may be having a similar problem here's the situation.
The NEC has buttons on the front to stretch and move the screen around. 
I had mine fully stretched before going into the overscan adjustment screen
so when I tried to stretch it there, I couldn't, even though there was a large
border.

The answer, PRESS THE MEMORY RECALL BUTTON on the NEC.  It shrinks the screen
to this little thing in the center of the monitor.  Then in the overscan
adjustment the black squares are actually adjustable.  When stretched to
their max, the default screen size in the screenmode prefs is now 724 x 482.
