Get Jef Poskanzer's pbmplus package.  It's way cool.

Do this (under unix):
giftoppm foo.gif | ppmtoilbm > foo.ilbm

Or this:
ilbmtoppm foo.ilbm | ppmquant 256 | ppmscale -yscale 1.1 \
 | ppmtogif > foo.gif

There's also a 24bit iff filter recently written (distribute it *soon*,
Jef) along with a half dozen other converters for just_about_any_format
to/from ppm (portable pixel maps), pgm (port. grey map) or
pbm (portible bit map).
