Your system news administrator has to take care of that problem; news
group feed problems are always local matters, not problems that can be
fixed by the rest of the net.  The control messages went out at the
beginning of the month; if you don't have the groups yet, it is probably
because your site has chosen to intercept newgroup control messages for
hand application, and your site news administrator hasn't done the job
yet.
