Kuo@Skatter.uucp (?) asked concerning such an animal.  The best of these
is the Univ. of Oregon FLECS (Fortran Language Extended Control Structuring)
package, available for the cost of a blank tape or diskette from the 
computer science dept. at U. Ore., Portland.  Ratfor gets more publicity
but is not as nice.

I'll second that vote for FLECS - it is the best FORTRAN enhancement
I've used.  During my incarceration at Oregon State (76-82) I once rewrote
'ed' in FLECS for our Cyber as a class project.  About 3000 lines of FLECS.
The hardest part was to get the Cyber to enter 8-bit ASCII mode for
terminal I/O.  6-bit character codes packed into 60-bit words - does
CDC still do this?!?
