	Try using the following:

		in config.sys, shell=c:\command.com /p/e:{nn}

		where nn = number of paragraphs and 160 is default and
			the minimum. I found 320 was sufficient.


	This is documented on page 4-34 of the DOS 3.2 manual and mentioned
in chapter 7, also.

This works, but it should be noted that the numbers 160 and 320 mentioned will
be the resulting env. sizes in BYTES from nn=10 and nn=20 (default nn=10.)

That is, to get 320 bytes for environment, you should use nn=(320/16)=20...

No.  It is the number of bytes.  In DOS 3.1, it was the number of 
paragraphs.  That changed with DOS 3.2. 

It's even in the manual!

You are both right (or wrong).  This is an upward-incompatibility between
versions 3.1 and 3.2.  20 would be the number for a config.sys file under
3.1 and 320 would be appropriate for 3.2.
