Does anybody know if it is possible to read data from the
hard disk controller using programmed IO rather than using
the dma controller?

I think the XT controller can be accessed using programmed I/O. The controller can be set up to use DMA channel 3 or IRQ5. You might have to poll some register on the controller to use it in PIO mode.
