The manual for IBM DOS 2.10 says this: "If you specify /S in the FORMAT command, the operating system files are also copied from the default drive to the new disk or diskette in the following order..." So it looks like it takes them from the default drive. That sounds right, since yesterday I was formatting disks, and I forgot I was logged to A: instead of C: (where my system is located).
