Does anyone know why this newsgroup doesn't exist? There are source groups
for the Mac, the Amiga etc. but none for IBM PC's ???

Well, the majority of articles posted to comp.sources.misc are for IBM
PC's. You can use it as if it is comp.sources.ibmpc. If you call it
a misnamed newsgroup, you may be satisfied with what you find there.
