		         	From the SYSOP

    Since I requested to become the moderator of the comp.binaries.ibm.pc
    group, I have received a lot of comments and calls on the matter.  
    Below is the electronic mail from several sites for votes on the 
    issue.  

    Some have asked that I not post newsletters in comp.binaries.ibm.pc
    so I think that a good group to post them to is comp.sys.ibm.pc.

    Later I will post a full listing of software that will be docked
    for uploading and also software that I am trying to get the author 
    verified so I can post it.

    If you have something to post, please be sure you have ALL the information
    as to the author so I may contact him/her and get a formal release to
    post the information.

    I will document all findings as to author response on the posting of 
    PD software.

    All software posted by me in this newsgroup will be verified !
    NO PIRATE SOFTWARE! (Sorry guys..a court room is not my idea of a 
    good office for a programmer.)

    Comment on progs posted should be e-mailed rather than posted.
    General comments and fixes should be e-mailed and findings will be
    posted as a digest to comp.sys.ibm.pc (since no .d group exists for
    the binaries and I don't want to flood the net with requests or questions).

    About the first of the year or just after Christmas, I will be placing
    a formal control message to have this group officially moderated.  I must
    first see how things go and get my machine established.

newsgroup.  

BTW, I am relatively new in the net.  I have seen many uuencoded   
codes being posted.  I can uudecode and download them to my pc (6300).
So far I couldn't make any of them to work.  My understanding is that
I have to deARC it before I run it.  Can you send me a copy of ARC and
deARC program?  Or can you give me any advice on how to run those 
uuencoded program?

I would love to see the latest microemacs that was posted on the net recently
available already compiled for the PC. All the source is useless if you
don't have the right compilers, and is painful even if you do.

I'm all for moderation of the comp.binaries.ibm.pc newsgroup. I'd like to
make the following suggestions, however.

<    3) All letters recieved will be edited and posted in a news letter 
<       to the group.  This will cut down on a multitude of requests for
<       software or software related questions.

I suggest (very strongly) that you just redirect letters to another group
and not post them at all to comp.binaries.ibm.pc. This way all that comes
across to the group will be binaries.

<    1) I have about 20 megs of progs and have access to well over 200 meg of
<       P.D. code for the IBM-PC/MS-DOS machines.  

Considering the amount of traffic coming across the net, I don't think that
the net could handle a large portion of that amount. I suggest that the
amount posted to the net per week be kept to a constant amount.

<    5) ARCing may or may not be performed on certain copies of the software
<       in order to allow users to deal with the data transfer as they wish.
<       From time to time, I will post a version of ARC suitable for the net
<       purposes.

I fully support using arc on all binary postings. ASCII postings would be
better done using shar format.

A resounding YES!  I don't think a vote is even necessary.  If you are
willing to pick up the load, you are IT!

I was tempted to volunteer, myself, because I get quite a bit of utility
out of the net.  However, I decided that I just couldn't afford the time.

I haven't made much use of BB's thus far since I haven't found a local

		    A Subject of Software Selection
	    Software selection for the group comp.binaries.ibm.pc
			    by Harry Skelton


     Just to give you some insite as to why I did not stand up on
     December 2, 1987 and say "I am now the binary moderator".  As 
     you know, legal matters into what is copyright software and 
     public domain have been a major issue in almost any environment.
     This problem has also affected my selection process of software
     for this group.  

     Since I work for a computer consulting firm, the issue did reach
     management, both by USENET and by others from within the firm. In
     order to calm the rising tide, I had to make certain arrangements
     for this group and to also make sure that USENET was not in danger.

     The following are the rules.  No exceptions.

     1) All software must by copyrighted or source must be included if
	title of 'public domain' is to be stamped apon the software.
	Copyrighted software and 'public domain' software must also
	pass all other rules mentioned.

     2) All software will be verified by several means:

	a) Hand signed document stating that the software is available
	   for public and free release.  The end user will be the one
	   that must deal with any 'shareware' software and will not be
	   the duty of the net to provide support of the product.  In
	   regards to 'free release', the information for such a release
	   must also be included in the original license or in an ammended
	   license.  This will be on file with me. 

	b) Phone contact and verification of such an agreement will be made.
	   Some software can be released on phone call alone.  If any questions
	   come up then a hand signed document will be required.  If the
	   software is shareware or the like, then a document will be required
	   with it as well.

	c) Software pre-testing will be performed on the software to insure
	   userbility and help to provide for data security.  i.e. no
	   trojans ( obstinance is always the best measure (sorry for the
	   pun)).

	d) Various system run:  Test for clone compatability and EGA abilities.
	   LIM/EMS will not be tested. Clock speeds will also be used in 
	   testing.

    3) Post a notice of software upload one month prior to posting. Should 
       any party object to the posting of the software, it will not be posted.
       If the party is the creator of the software, the software will be 
       removed and placed on the Pirate or Hot lists.  If a net user has
       an objection to the software posting, a question will be posted to the
       group to see those in favor of it's posting and those against.  Majority
       be the ruling party.

       A letter will be sent to the copyright holder of the software to 
       notify intent of posting and to verify agreement for public release.

    4) Apon posting, A copy of the agreement will be posted along with the
       software mentioned.  A letter will be send to the copyright holder 
       to notify that the software was posted and on what date the posting 
       occurred.  This will be the only notice to the copyright holder.  
       Postings by other users will not be permited or the user will be 
       the one held accountable for any legal problems.  I do not wish 
       to extend myself into a legal battle.

    5) Software found to be of a non-public-domain nature will be listed as
       a 'Pirate' if modified to run unprotected or copied without copyright
       holder consent.  Software declared 'shareware' but not officially
       released public domain will be considered 'Hot'.  This will also
       apply to software released public-domain but without the legal 
       documents to secure the software as public-domain. (i.e. license does
       not contain any reference to public domain.

    Although this sounds like a pile of hipe and may bother some members of
    the net, it is vital to keep software security.  I, like many other 
    users, value my job security and legal rights.  It is not my wish to
    get into a fight over what is postable or not.  I'm sure that many 
    companies will feal secure in knowing that the software they are 
    downloading is legal and secured.  
    
    However, it is not my duty to say that a program is better than 
    another, only that it works and is secured.  Should I have any 
    problems with legal issues on a software product, I will not 
    post it.  If I can get security in posting the software as a public 
    and free release, then I will do so and the end user must be the 
    one to follow any other license restrictions that may be part of 
    the software.  This would be true with 'shareware' software.

    I hope the users of this group will understand the nature of data
    security and legal security.  I do not wish to complicate problems
    for the end user or for this group.  I will do most if not all of the
    front end work for you.  Software will be collected from various sites
    as well as from user postings.  I will try to fill any requests and
    will document the status of each request.  

    Unlike your local BBS, we cannot afford to take chances.

    Unvalidated Software..................................................

    RYBBS - The Greg Ryan BBS system
	A programmable BBS system unlike any you have ever seen. Written
	in Pascal and Assembler, this program will allow for the 'sysop'
	to custom create a BBS system to his/her needs.  Scripts are used 
	for the logic (the sysop program menus and such) and are written 
	in a database/structure language.

    HDDIAG - a diagnostic tool and disk formatter.
	Hard disk diagnostics and low level hard disk formats with various
	interleave factors and sector verification.



    The Pirate List........................................................

    CUBIT - Softlogic's (on-the-fly) disk squeezer and space saver
	Hacked and released through [ person's name deleted ] in Canada.
	Some versions are said to contain a trojan that after running will
	cause problems with the file allocation table.  Some versions do
	work like the original product.

    DOUBLEDOS - Softlogic's dual dos product
	Latest hacked version is 'U'. I have yet to see a version newer since
	Softlogic has placed traps in their programs against pirates.

    JFORMAT - Tall Tree Systems
	A great product but not public-domain (see back issues of the net
	information comp.sys.ibm.pc).  It is possible to check to see if
	it could be release but unlikely.

    MOONBUGS - Windmill Software
	The game of MOONBUGS - hacked and released.  Hacker unknown (yet).

    Yeager's Flight Simulator - Hacked by the Software Pirates.
	This is the real thing but in copiable form.  Some releases of the
	hacked version are in 'snatchit' form.

It is possible that SOFTGUARD SYSTEMS has released a trojan onto local BBS
systems. (as reported by the FIDO news letter).  I am currently checking into
this and will be talking to Softguard about this matter.

For you users of Double Dos (Copyright by Softlogic Systems), I would advise
to get a new copy or upgrade to the unprotected versions.

BTW: The software is reported to unprotect 3.0 and greater software.  This 
program will erase your disk but keep the FAT (so I am told).

    There is word that a compnay is currently looking into the DOS-OS market.
    I heard the company was looking into creation of a DOS work-a-like OS
    to support us DOS system users. (PC-DOS that is...).  Although I could not
    get more information from the guy I talked to, he did say if everything 
    goes well that we could be seeing a 'version 4' by summer or fall of '88.

    I'll try to get more info as it becomes available...

I think this group is an approriate place for this newsletter but
considering it's length I would suggest that you post future
newsletters in digest format, it makes it much easier for the reader.

Also the continued use of fancy graphics and a page headers and
footers will probably attract a few flames about wasted bandwidth.
