I have found a program written in TRS-80 basic for designing ported speaker
cabinets.  The program contains a function called "SET" which appears
to always take two integer arguments.  I want to port the program to something
other that TRS-80 - either GW-basic or C.  None of the Basics that I have
manuals for have this function, and it's not totally clear from the
program context what the set function does.  Can anybody help?

Yup.  SET(x,y) turns on the point X,Y ... 0<x<127, 0<y<47 (great resolution)
on the screen . . . You can most likely just get rid of them, since they're
probably just for prettying up the display.
