[comp.sys.ibm.pc] PATH Not Passed To Batch Files Under DOS 3.1?

Has anyone had an experience where a program is executable from the >
prompt by virtue of the program being in the PATH, but when you run a
batch file that attempts to execute the program, it can't be found?
A customer is claiming this is happening under DOS 3.1, and unfortunately,
I no longer have DOS 3.1.
