Another solution to the problem (although only a partial one) is to grab the
source to MicroEmacs/GnuEmacs/Jove/or whatever next time that it appears in
one of the sources groups and compile it on your Unix system.  That's what I
did and so I can now use MicroEmacs on the Vax and Tandy machines at work, my 
Amiga at home (and even my Atari ST when I owned it had uEmacs).  Admittedly,
it doesn't solve the problem of system load when several people want to edit
files on the mainframe, but it is a lot faster than downloading a large file
and then re-uploading it later.

All of the above mentioned editors should compile in a Unix environment very
easily (and with uEmacs it was just a matter of editing the configuration file
to set the appropriate options and then running "make").
