[comp.sys.ibm.pc] Project Development Systems - Fact or Myth?

Every once in a while I hear about a project development system
the PC. I'm talkIng about a system (program) that among its features
is something thai enables you to write in pseudo-code which is
eventually translated into some form of executable code, and uses
the pseudo-code as a base for documentation.  (Or maybe forces you
to document during project development?)  The system might also
have features to aid in systems analysis, etc.

I realise that such systems exist on "large" computer systems, but
is their existence on PC's fact or fiction?  I remember my unicorn
telling me about one, but it went to a movie with a dodo bird before
I had the chance to ask for further details.

I would appreciate getting the results in E-mail because I don't always
have the chance to read the news.
