Yes, it could be a matter of an inadequate power supply.  The only way
you can tell without swapping for a larger one would be to read the
instantaneous peak current when turning the computer on.  You can also
try unplugging accessory boards to draw less current, and see if that
allows the hard disk to boot properly.  That would be an indication
that you need a more substantial power supply.
