Start with the MKS Toolkit.  This gives you over a hundred commands you
know and love from the UNIX(R) operating system, including vi, ksh,
awk, and (in version 2.3) yacc.  This lists for $169, but costs $129
from Programmer's Connection, a mail order place I've done business
with and like.

Next, Turbo C 2.0 for $149.95, or Turbo C Professional for $250.  The
former has optional wildcard expansion of command arguments, a 'make'
utility, an integrated editor/compiler/debugger, good DOS-specific
functions for text and graphics, and compiles like a bat out of heck.
(The generated code is pretty good, but not the best around.)
Professional also gets you Turbo Assembler, and Turbo Debugger, a very
powerful standalone debugger.  I'm sure you'll see these discounted any
day now.  (I have the TC 2.0 manuals in their new yellow-and-black
covers, so this stuff is either shipping or very close.)

If you want nroff/troff, there are several options.  Elan sells
NROFF/PC for $99 ($89 from Programmer's Connection):  nroff, neqn, tbl,
and presumably the mm macro package.  Eroff from the same company
($695, discounted to $629) has nroff, troff, mm, mv, tbl, en, pic,
grap, image, a previewer, and Laserjet and Postscript support.  MKS
SQPS ($495/$449) is a licensed derivation of AT&T Documenter's
Workbench(tm), with nroff, troff, tbl, eqn, pic, grap; Laserjet,
Postscript, and Impress drivers are available.

Frankly, I'd seriously suggest getting a word processor instead.
