The problem is that VGA ia NOT NTSC compatible, only CGA is close. That
is why TV outputs (RCA jack) are not given on VGA cards.

Matrox has a board called VGO-AT. It is EGA compatible and might even be VGA compatible (I am trying to recall from memory since I can't find the product literature.) The board has NTSC input and output. To accomplish this they transform the signals from non-interlaced to interlaced, so you do loose some resolution.
