[comp.sys.ibm.pc] Telephone cards and programming them

Some friends and I are working on a project for a design class. We have
to design a system that will allow people to rent video tapes over the
phone by calling a computer and requesting the movie they want by entering
a code from the phone.

Here's the information I need. If anyone knows anything about this, I would
appreciate whatever you can tell me about it.

1) Some sort of interface that will answer the telephone, allow a voice
   message to be sent from an answering machine or tape recorder. It also
   needs to be able to take input from a touch tone phone (if it can do it
   for a rotary too, that would be nice, but it's not necessary).

2) I also need some sort of database software that is highly flexible and
   is programmable. I know DBase III has these qualities, but I need to know
   if it is possible write a program that can take input from the phone
   interface and insert it into a preprogrammed form.

3) If there is not any database software that can read from the phone
   interface, then is there any other software that can read input and
   send it to the database?

I would also like to know a price range for all of the above, if you know
it.
