[comp.sys.ibm.pc] Dvorak keyboard config

H'lo netland.. here's a puzzler for you.

I want to reconfig my pc keyboard to Dvorak specifications.  I would like
this reconfig to be through all programs (i.e. not Just in dos or not
just in kermit.. etc.).  I'm having trouble locating a good layout of the
keyboard too.  The spec I had was a picture (photocopied and not the best)
of an old typewriter.

So.. this week's challange is:

1) What is the PROPER layout for a Dvorak keyboard.

2) How can I reconfig my keyboard to be the proper keyboard AND have it
   transparent to the programs.

(a free/share/junk/anyware program would be nice)

Get Fansi Console.  It supports many keyboard layouts (Dvorak, UK, German,
etc.) and offers many other features.  The newest version is commercially
distributed, but a previous version was released as shareware and should
be available at simtel20, local bbs, etc.
