[comp.sys.ibm.pc] Reading disks created by Japanese MS-DOS

I have a student who is having trouble reading disks which he created in
Japan.  Is there some essential difference between Japanese and
other versions of MS-DOS? 

The machine he used to create the disks was a NEC PC-9800 VX21 and he
used MS-DOS version 3.10 (Japanese Version).  

Could the problem be some difference in the ROM or DOS, or perhaps he
just got the disks erased going through some security check?
