I am looking for an 'sccs' utility for MSDOS (source code version
control).  Does anyone know of such an animal, free or cheap?

If CHEAP is what you want go with TLIB from Burton Systems Software.  You
won't find a package with better price/performance.  It is not sccs compatible
if that is an issue.  I don't know of any sccs compatible system available
on MS-DOS.

I'm not connected with Burton in anyway.  In fact I'm not even a satisfied
user.  I use Polytron's PVCS for my source code control because it has some
features not found in TLIB.  I've just spent a lot of time looking at different
PC source code control packages.

It depends on your definition of cheap.  Mortice Kern Systems ported
UNIX RCS (Walter Tichy of Purdue wrote it) to MSDOS and it is wonderful.
Only about $150 and worth every penny.
