Does anyone know how to get NCSA telnet for a PC, running windows
or not?

Try an anonymous ftp to "ftp.ncsa.uiuc.edu" (128.174.20.50).  I don't
remember the exact directory but if you look around it will be obvious.
There is a version for the PC and the mac, including sources.
