Many things can be solved, especially in science fiction with more or less
imagination. I think upstill's first question even on the lesser side.
When Kirk was challenging him, essentially, to come down, Khan said that he
preferred in contemplation to let Kirk rot where he was (probably assuming
that he would eliminate the Enterprise if it had not already gone to a
Star Base as per (apparent) command) as Kirk had let him rot on that planet.
As to who the Reliant's captain blasted, since everybody from the Enterprise
was still there, it must *obviously* have been an unknown (of course) from
the Genesis project who was there with Kirk's "family".
