Your machine is not booting at the highest speed. The red light means the cpu is running at 4.77 MHz and not 7.14 MHz. You also should notice you only hear one beep at boot time instead of two. I am not sure why your dos boot lower, but typing MODE SPEED will tell you your speed, and putting MODE SPEED=HIGH in your autoexec.bat will be a fair workaround. You might want to ask your local compaq dealer if he knows of this, but he will probably tell you to do the same thing I did.
