It's up to each OEM to decide whether they want to pay the extra money to bundle GW-BASIC with MS-DOS. Some decide not to, and some can even decide to add more. My Packard-Bell came with a version of MASM as well as GW-BASIC. It's really up to the OEM, just like all of the other customized commands they can include.
