I recall having seen used PGA monitors being advertised for use with VGA cards. Looking at the pinouts, one obvious problem is the the PGA monitor takes a combined horizontal and vertical sync signal, while the VGA adaptor puts out separate syncs. The frequencies are slightly different by a percent or so, but I assume one can adjust that slightly. Any points to the rest of the adaptation ( especially the sync problem?).
