[comp.sys.ibm.pc] Windows 3.0: where are character-based applications loaded?

When operating in 386 enhanced mode, does Windows 3.0 load all
character-based DOS applications above the 640k memory?  The sources
I've read seem to indicate it but they don't say it in a direct enough
fashion to make me feel safe.  I have a situation where a 386 machine
is going to be loaded down with network drivers and TSRs leaving
little room 640k and below for applications.
