[comp.sys.att] Running out of swap space on 3b2, then acting strangely

Having added 4GL applications to our 3B2, we seem to occasionally run out
of swap space.  sh will say: "cannot fork, no swap space".  Other programs
say that there are too many processes (which is NOT the case).  I find it
hard to believe that it is indeed out of swap space, but it is possible.

Anyway, afterwards UNIX continues to think that there is no more swap space
for every user id except for root.  If I kill the majority of the processes
on the machine, freeing up the space, then still the error messages persist,
EXCEPT FOR ROOT, who can fork all he wants.  I am not approaching the system
process limit nor the per-user limit.  Does the machine get all flustered
after it runs out of swap space?

facts:  3B2/300  3 Megabytes RAM,  internal 32 MB  (w/ 3 MB (?) swap space)
	and external 72MB drive.   UNIX V 2.0.4.

What is the easiest way to repartition the internal drive?
