There is another solution.... Why not purchase a 80 track 5.25 inch external floppy for your IBM? The cost is typically less than $200. Writing device drivers for any system is a pain in the butt. I've seen advertisements for 3b2 device drivers to allow the reading of 40 track diskettes, but why bother. With the purchase of a 80 track drive, you can use the configurable device driver features of MSDOS 3.3 to read and write to the 80 track 3b2 floppies. This is the approach I've used to read and write MSDOS files on a 3b2. Emmet P.
