I have heard a vague rumor that there is a NEC chip that is
8086 compatible, but as fast as an INTEL 80386. Is there anything
to this, and if so (hope hope) can the chip be plugged into
an 8 Mhz 6300?

I have not heard of a V36. But I've had a V30 in my 6300 for over 2 years and never had a problem with any software/hardware at all. The V30 changed my Norton SI (V3.1) from 1.8 with the 8086 to 3.3. (The 6MHz AT was 5.7 with this Norton version). So the V30 is significantly slower than a 286, but for some operations such as string handling, it is significantly faster than an 8086.
