/etc/issue functions corretly in release 3.51 (not tested in 3.51m) when the file is mode 644, owner root, group root. There may be other file modes and owners that work too, but these are sufficient conditions. If for some unknown reason, you can't get /etc/issue to work, then you can achieve much the same effecty by editing the /etc/gettydefs file to change the login prompt line. The normal c syntax for escape characters is supported, so you can do stuff like insert \r to for return and the like. Caution: if you screw up gettydefs sufficiently, you might not be able to log in. The difference is that the gettydefs will reissue the prompt every time, but /etc/issue should only be sent before the first login attempt when the line is opened.
