A couple years ago I struggled with the same problems and resolved them through a little experimentation. I wrote a simple little program called "modemon" which lets you send "AT" commands directly to the modem to initialize it as needed before forking a getty on the serial port. A detailed man page and README file are also included in the package explaining how to use this program with either HDB or the stock uucp on the 3B1. It has been working on my machine for years without any problem. I suspect you'll find it in the archives somewhere (judging from email I get from time to time).
