When you set up a ROM or a RAM disk as the startup device on a IIGS, as far as
it's concerned, that is Apple 3.5 drive. And since there is no way to boot a
second drive on a daisy chain, You might be stuck there.

"...Where do the icons go?..."

All icons must be placed in the subdirectory called ICONS. It doesn't matter
if you put it on the Finder disk or not, because if it is placed on another
disk, as soon as that disk is inserted, the ICON files will be read.. The ICON
files are read in order that they are found in the ICONS directory. The
structure for your disk, should look like this..

/(Root Directory name)/ICONS/(Name of icon file)
 
an example might look like :

/UTILITIES/ICONS/ICON.FILE.1
