I don't see having to turn the drive on as being a problem when booting.  After
all, hasn't it always been standard practice to turn peripherals on first,
anyway??  Yep...

I do!  My IIGS is set up to boot via slot scan, with hard disk in slot 7.
If I just want to run some 3.5" copy-protected software or 5.25" floppy,
it is most convenient to leave the hard disk powered off.
