You said that when you didn't have interrupts enabled on your serial card that you lost a few characters and that when you had them enabled you lost all characters.... In point of fact, you had the switch settings reversed. TIC won't work at all without interrupts enabled. Sounds like you were losing data because you have an unenhanced //e. If you get the //e enhancement kit you get new ROM's that fix a design error whereby the //e turns off interrupts for a long time during screen scrolls. TIC won't lose data at all if you have the enhancement kit (or a recent //e or a //c or a IIgs of course). There is no non-interrupt mode available in TIC.
