Does this mean they include the Apple memory expansion board? What
happens when someone wants to go beyond one megabyte?

If you want to go beyond the 1 meg of Apple's expansion board, then you go
out and buy a memorysaver/ramkeeper and a second board which can hold more
memory.

P.s. I have been assured that Dealers are being recompensated for the providing
of the 256k Apple expansion card for each apple iigs that they sell after
the March announcement date. Thus, if you have purchased a iigs in the last
4-6 weeks and didnt get one of these boards FREE - you should contact one
of the apple regional dealer support managers (anyone have a list of these
folks) to work with your dealer on this.

I don't know if they are shipping the Apple's memory expanison board with
the CPUs or if they have actually redone the motherboard to include another
256K of RAM chips on it. All I saw was a change in the Certified Developer's
price list showing that they were no longer shipping 256K GSes, only 512K ones.
