[comp.sys.apple] PC GIF programs

From a music discussion group comes a question about digitized graphics.
Basically, we're looking for a way to create GIF files on a PC and send them
around the network in much the same way as we Apple users have been doing
with the pictures Chris has been sending.  Can anybody tell me how this
would be done, or tell me where to look for the answer?
