My Hayes manual is at home so I don't have the switch setting handy, but
try setting carrier detect on the modem to "true" and data terminal ready
(DTR) to "true" as well (those are the factory settings; I posted them a
month or two ago for someone else experiencing what seems to be the same
problem -- worked then; I hope it works this time :-)
