I think that the point trying to be made is that all of these places (like Dial and Rent-to-Own) will no longer be able to rent anything which contains firmware of any kind. Also, all car rental companies will only be able to rent cars that do not contain an onboard computer system, whether or not the car company that sold the car to them allows this. This bill is utterly ridiculous (S.198) and the congress person who initiated the bill must have paid a lot of money to some idiot who spent a whole ten minutes researching their facts. Although, it is primarily designed to stop software and video tape rentals it will only bring down the full force of American rental companies onto the heads of Congress. I do not have an original copy of the bill, but if it is essentially what was previously posted and it does become a law I think we will see one of the largest Supreme Court rulings (in business and fair trade matters) in the history of constitutional laws affecting business.
