Here is a comment regarding the FCC plan to impose a surchage on modem use that appeared in the university's message system: ( A recent Info-Apple posting mentioned the surcharge.) ----------------------------------------------------------------- RE: Communications Surcharge Congressman Markey of the North Shore (chair of the Telecommunications Subcommittee of the House Committee on Energy and Commerce) hosted hearings here in Boston in October, 1987, on an FCC proposal that sounds similar to what's described in the report. Both at that session and in general there was a near-unanimous outcry against the proposal, and the FCC withdrew it. It would not surprise me to see the idea re-floated, however. *Someone* clearly supports and would benefit from it.
