There is at least one other PD APL system, which I distribute. This is a true compiler, it takes APL and produces C code. It was developed as part of a research project, to analyze what the problems would be in compiling code for APL. It is the subject of a book to be published by Springer-Verlag sometime before the end of the year, called simply ``An APL Compiler''. Before you get too excited, let me hasten to add that this is typical research quality software; i.e., probably buggy, with a terrible interface, with no support, and incomplete. The system runs under Unix (it uses five pipes, so I don't know if it could be ported to MS-DOS, but otherwise it is strightforward). I distribute the source code, charging only for reproduction and mailing.
