It uses @L, C@L, MOVEL, $.L, etc. for those operations, and it uses ( segment offset -- ) conventions. Many of the extensions for F83 that make use of extended segments are either by, or based on the work of, Bill Beers, who at the time was an HS/Forth user, and specifically modelled those words on the HS/Forth conventions.
