I remember this movie too.  Michael Caine was in it, and the action
took place in Italy.  I can't remember the title either, but it came
out in the late 60's (I saw it in a movie theatre as a first-run movie).

By the way, I think the scene on the cliff you describe WAS the end
of the movie.

I think the name of the film is "The Italian Job."
