An option for Basis distribution which might be a lot easier but admittedly space and bandwidth consumptive is to digitize the document either by scanning after printing or through some purely computational means that I'm not aware of (does word have a virtual TIFF printer driver ?). At least one possibility which would work for some while keeping the size down would be to print-to-disk using the postscript driver. The postscript file could then be distributed in an archive. I think one also needs to send the .INI file produced by WORD to make this work (please correct me if I'm wrong or if this is a copyright infringement on Microsoft. I admit the digitized version would be humongous but perhaps with enough white-space and compression (space optimized) it could be livable. BUT please dont send it unless it is requested !! I've read about the rich-text-format option but as far as I know it's hardly a standard and is mostly a microsoft-to-microsoft means of conversion (Mac to PC) or interchange.
