It is my understanding that with Smalltalk V/PM you can make standalone
programs which do not require licensable runtimes.

With PARC Place Smalltalk, you can get a runtime license and you can eliminate
the development environment and all your source from an application image.

Thus you can develop applications in Smalltalk and get your money back.
