It is my understanding that with Smalltalk V/PM you can make standalone programs which do not require licensable runtimes. With PARC Place Smalltalk, you can get a runtime license and you can eliminate the development environment and all your source from an application image. Thus you can develop applications in Smalltalk and get your money back. Edward A.
